It is something in the lines of declaring the mentally retarded are sub-human, though soe long-winded reasoning I won't subject you to.
If citizen refuses such screening, they will be ineligable for marriage and referred to the Ministry of Gender for gender restoration.
That sounds very scary and oppressive :/
